Key Elements in Homelessness Strategies to End Homelessness by 2030: A Discussion Paper

As part of the European Commission’s contribution to the work programme of the European Platform on Combating Homelessness (hereafter “the Platform”), it will organize a series of mutual learning activities in the 2022 – 2024 period, with the aim to reinforce the sharing of practices on the various approaches to combat homelessness in the EU Member States.

In this context, the European Commission is organizing the first mutual learning event on key policy aspects of the latest generation of integrated homelessness strategies from Ireland, Denmark and Portugal. The event will take place on 23 June 2022 in Brussels fully in presence. It is open to all Platform members and addressed in particular to national authorities.

A half-day Platform meeting on 24 June 2022 will follow this mutual learning, at the same location.

The objective of the mutual learning event is to share knowledge and practices to inform policy makers and other intervening actors on different approaches for the design of integrated homelessness strategies at the national level.

The participants will choose 2 countries to learn from among the following national strategies:

1. National Strategy 1 - Denmark
2. National Strategy 2 - Ireland
3. National Strategy 3 - Portugal

For each national strategy, we will learn how the national actors set out to define their homelessness strategies, focusing on the following key aspects:

- Problem definition/assessment of the challenges
- Institutional set-up/policy framework and
- Evaluation system defined to measure progress and efficiency of the strategy.

This is an opportunity for participants to identify comparable or transferable aspects of those strategies, which could inspire the national approach.
